How about trying some short decodable passages.
Introduce the passage on Monday and take a one minute "cold read", students practice all week (you could even send it home to practice) and then take a one minute "hot read" on Friday. Graph the number of words read for each reading.
This strategy is called repeated readings. The practice of reading and rereading helps students to build word recognition, increases rapid word decoding, and helps students put phrasing and prosody in place. Be careful to not encourage SPEED reading, but instead encourage STORY reading-read it like a storyteller with great expression and just right speed.
Passages begin with very simple decodable stories and progress in difficulty. You do not have to start at Lesson 1, but may choose to start at a lesson that fits the reader.
Lesson 8: Simple sight words, decodable with short vowels and a few blends.

Lesson 12: More sight words, past tense verbs, blends, digraphs, short vowels.
